CMC Telecom and Symphony forge cross-border connectivity and Cloud Infrastructure Transformation

Sep 25, 2025

Vietnam-Thailand strategic alliance aims to accelerate cross-border connectivity infrastructure and fostering Cloud development to strengthen ASEAN’s digital capabilities.

CMC Telecom (a top-tier ISP in Vietnam) and Symphony Communication (Thailand’s leading digital infrastructure provider) have officially entered a strategic partnership, reaffirming their pioneering role in advancing cross-border connectivity and cloud infrastructure. This collaboration is set to strengthen ASEAN’s digital capabilities and foster regional digital transformation.

Driving bilateral digital growth in a new era

Reflecting the region’s fast-paced digital transformation, CMC Telecom and Symphony Communication have signed a Memorandum of Cooperation (MoC) to deepen their strategic collaboration. Both companies are recognized leaders in digital infrastructure and cloud services across their respective markets.

Mr. Dang Tung Son – Senior Vice President, Chief Strategy Officer of CMC Corporation/ Deputy CEO & CMO of CMC Telecom, and Mr. Loh Chi Kwan, Alex – CEO Symphony, representing the parties in signing the Memorandum of Cooperation (MoC)

Having previously cooperated to deliver telecom services for enterprise customers in Vietnam and Thailand, this new MoC elevates their partnership into critical infrastructure domains. It focuses on expanding terrestrial cable connectivity and enhancing cloud infrastructure to meet surging digital demands.

The agreement also aligns with the recent upgrade in Vietnam-Thailand relations to a Comprehensive Strategic Partnership in May 2025. With both countries targeting bilateral trade of US$25 billion, the CMC Telecom – Symphony alliance represents a tangible step toward strengthening digital economy cooperation – one of the core pillars of this bilateral relationship.

Building ASEAN’s digital backbone and cloud future

Under the new MoC, the two companies will expand cross-border infrastructure with a focus on high-capacity, redundant, and service-optimized routes. These new links will traverse Vietnam – Laos – Thailand – Malaysia to Singapore and, in reverse, Thailand – Laos – Vietnam to Hong Kong, utilizing both terrestrial and submarine cable systems.

These routes will serve as vital backups to the terrestrial backbone connecting to Singapore. Leveraging advanced Dense Wavelength Division Multiplexing (DWDM) technology, the system offers optical-scale capacity up to 9.6 Tbps. This network is poised to become one of ASEAN’s essential “data arteries,” addressing the increasing demand for high-bandwidth transmission amid the rapid rise of digital services and AI-intensive models.

As part of this initiative, Symphony will establish a Point of Presence (PoP) in Vietnam using CMC Telecom’s infrastructure. This move enhances backbone network flexibility and resilience, offering improved solutions for enterprises expanding in Vietnam and throughout the region.

Alongside connectivity expansion, CMC Telecom and Symphony will also collaborate on cloud infrastructure development. With CMC Telecom’s internationally certified CMC Cloud platform as a foundation, the partnership will facilitate the launch of a new national cloud platform in Thailand. This will deliver both Public and Private Cloud services tailored to enterprise needs, leveraging joint technological expertise and human resources.

CMC Telecom and Symphony reaffirm their commitment to empowering regional enterprises in shaping a dynamic, sustainable, and globally integrated digital ASEAN.

Through this collaboration, the two companies aim to support enterprises, global tech firms, and cloud service providers in Vietnam and Thailand, while enabling international businesses to scale rapidly across key ASEAN markets.

A shared vision for ASEAN’s digital infrastructure leadership

At the MoC signing ceremony, Mr. Dang Tung Son – Senior Vice President and Chief Strategy Officer of CMC Corporation, and Deputy CEO/CMO of CMC Telecom – stated: “The strategic partnership with Symphony marks a significant milestone in CMC Telecom’s digital infrastructure strategy. By expanding cross-border connectivity and co-developing cloud platforms, we aim to accelerate digital transformation for enterprises and contribute to building a dynamic, resilient, and sustainable digital ASEAN.”

Mr. Loh Chi Kwan, Alex, Chief Executive Officer of Symphony Communication, added: “This partnership with CMC Telecom strengthens ASEAN’s digital backbone and enhances global connectivity. Together, we are expanding networks and building cloud platforms that seamlessly connect Vietnam, Thailand, and ASEAN to the world. Our shared vision is to empower enterprises, connect communities, and drive sustainable growth – positioning ASEAN as a strong player in the global digital economy.”
