CMC Proposes Government to Expedite Implementation of National Tasks on AI and Cloud Computing

At the Prime Minister’s Meeting with Business Representatives on the occasion of Vietnam Entrepreneurs’ Day (October 13),
Mr. Nguyen Trung Chinh – Chairman of the Board and Executive Chairman of CMC Technology Corporation – emphasized: “CMC regards the Government’s mandate as a commitment to action — pioneering in science, technology, innovation, entrepreneurship, and digital transformation.”

His remarks drew attention from Government leaders and the business community as CMC proposed expediting the implementation mechanisms for two national tasks on cloud computing and artificial intelligence, while recommending the adoption of a “Triple Helix” cooperation model to foster innovation and build Vietnam’s knowledge-based economy.

Entrepreneurs – the “soldiers” of the digital transformation era

The Prime Minister’s Meeting with Business Representatives to celebrate Vietnam Entrepreneurs’ Day (October 13) was held at the National Convention Center, gathering over 270 prominent delegates from major corporations, associations, and enterprises both domestic and foreign.

In his opening remarks, Prime Minister Pham Minh Chinh stressed that despite the many challenges facing Vietnam — from natural disasters to global economic turbulence —

“The greater the pressure, the stronger our nation becomes.”

The Prime Minister expressed profound gratitude to Vietnam’s entrepreneurs —

“the soldiers on the economic front” —
for standing shoulder to shoulder with the Government in national development, and reaffirmed:
“For the country to develop sustainably, we must make breakthroughs in science, technology, innovation, and digital transformation under Resolution 57; while promoting the private sector as a vital driving force of the economy.”

CMC and Two National Missions: Cloud Infrastructure and C-OpenAI

Addressing the conference, Chairman Nguyen Trung Chinh noted that 2025 marks a historic milestone — the 80th anniversary of Vietnam’s founding, and a year of bold institutional reforms through key Resolutions 57, 59, 66, 68, 71, and 72, laying the groundwork for a new phase of national development.

Within this context, CMC has been entrusted by the Government with two critical national missions:

  1. Building the national cloud infrastructure – CMC Cloud, to ensure Vietnam’s data sovereignty and digital backbone.
  2. Developing the “C-OpenAI – Make in Vietnam” artificial intelligence platform, an open AI ecosystem serving the Government, businesses, and citizens.

Chairman Chinh affirmed: “CMC considers the missions assigned by the Prime Minister not merely an honor, but a commitment to action — to pioneer in science, technology, innovation, entrepreneurship, and digital transformation.”

He emphasized that these are not just two technology projects, but rather two strategic pillars for Vietnam’s digital sovereignty, providing the foundation for mastering core technologies, advancing the digital economy, and elevating Vietnam’s position in the global technology value chain.

CMC aims to become one of the world’s top five digital technology enterprises, as envisioned by Resolutions 57 and 68, serving as a “locomotive” leading Vietnam’s SMEs and tech startups in global integration and innovation.

Proposal to Institutionalize Implementation and Promote the “Triple Helix” Model

To ensure that these national missions translate into real impact, Chairman Nguyen Trung Chinh made several key recommendations to the Government:

  • Expedite the formalization of assigned missions through clear contracts, mechanisms, and policies, enabling enterprises to proactively mobilize resources and implementation plans;
  • Encourage the “Triple Helix” collaboration modelUniversities & Research Institutes – Enterprises & Markets – Local Governments — to establish Innovation Centers within enterprises, major cities (Hanoi, Ho Chi Minh City, Da Nang), and nationwide;
  • Enhance R&D procurement and public investment to activate open technology ecosystems and incentivize private sector investment in core technologies.

Mr. Chinh stressed: “We hope that the national missions entrusted to enterprises will soon be concretized through explicit contractual mechanisms. This will mark a shift from delegation to action — enabling enterprises to truly pioneer and contribute to national objectives.”

A Vision to Build a Strong, Prosperous Vietnam through Vietnamese Intelligence and Technology

Concluding his remarks, Chairman Nguyen Trung Chinh conveyed a powerful message: “With the aspiration to build a strong, self-reliant, and prosperous Vietnam through Vietnamese intelligence and technology, CMC commits to joining the technology business community in mastering technologies, developing digital infrastructure, digital human resources, e-government, the digital economy, and digital society — thereby contributing to the creation of a knowledge-based, sharing, and innovation-driven economy.”

He expressed firm belief that under the leadership of the Party, the decisive governance of the Government, and the unity and creativity of the business community, Vietnam will become a strong and prosperous nation — realizing the centennial goal by 2045.
